What should i do to find out if a beauty pagent is a scam??
Answers: If they want money up front - scam.

they all are scams...they exploit woman
While I agree that they exploit women, I would check with the Better Business Bureau
Unless you can get witnesses or documentation, its very hard to prove that something is a scam. Other wise, its your word against theirs..
Investigate, talk to as many people as possible, talk to past winners, other contestats ect
try doing a 'google' search on the name of the pagent.Good luck!
