Answers: Well, I remember when I was your age (I'm 18 now) when I first started pulling my foreskin back, I could see that. But if you pull it back when you shower (should only take a few seconds) it'll eventually come off. If it's really stuck it may take a few days, but that's okay.
From now on, just pull your foreskin back when you shower and rub the head. It should only take 5 to 10 seconds, and smegma shouldn't grow (it never has for me ever since).

It may not all come off right away but slowely it will go away and ur thing should be good as know.
Take daily showers, and when you're washing your penis, pull back the foreskin and wash it! This white stuff you speak of is called smegma, it is made from dead skin cells, oils from your skin, sweat, urine, lint, any anything else that comes in contact with your penis that leaves a trace behind.
Regular washing of the penis will eliminate this!
By the way, theres no need to get circumcised cause of this, just keep yourself clean and it will go away.
